The 1940 Census has been out for many years of course, the official published version. What happens though is that after 72 years has elapsed, in order to protect people's privacy, individual records are released. This is a treasure trove for family history researchers of course, but the 1940 Census site at the National Archives pages will have a lot for all sorts of researchers.
